The LEAP-Lebanon Innovation District is a manufacturing and corporate campus industrial area to be constructed outside of Lebanon, IN.
The Tippecanoe County Soil and Water Conservation District has heard concerns from many county residents about plans for the LEAP-Lebanon Innovation district project to make significant water withdraws from local aquifers. The SWCD is not a regulatory agency and is not involved in the evaluation or approval of the project. However, the SWCD does promote and assist landowners in implementing land management practices that improve water infiltration and aquifer recharge. Contact us anytime for assistance on your land.
The Tippecanoe SWCD’s board of supervisors believes this project highlights the need for a clear, state-wide policy on water resources, especially in instances where water would be transferred from one watershed to another.
The SWCD board additionally requests that the Indiana Economic Development Corporation provide more transparent information on how the proposed wells and water withdrawals will impact neighboring agricultural and ecological communities, including residential and irrigation wells and nearby wetlands.
In 2023, leaders from across Greater Lafayette joined together to create a non-partisan oversight committee focused on protecting our community’s water while growing our local economy.
Since then, the WSC has been working to assess projects like the proposed water pipeline to supply LEAP Lebanon, advocating for extensive research and careful consideration before any potential development.

During the 2024 legislative session, Indiana lawmakers will be considering a bill to define major groundwater withdrawal facilities and provide protections for existing withdrawal facilities. More information is available here:
In April 2023, Purdue University and the White River Alliance hosted a forum on the sustainable use of Indiana's water resources. The discussion includes an overview of policies regarding individuals with existing wells that may be impacted by future water withdrawals.
